- No RPEQ Structural Sign-OffFactory drawings are not signed by an Australian Registered Professional Engineer (RPEQ/CPEng). Councils require Form 15 (design) and Form 16 (inspection) from a locally licensed engineer — generic overseas certifications are rejected outright.
- EPS Panels are B2 CombustibleStandard factory EPS sandwich panels are classified B2 under Chinese GB standards — combustible. Australian NCC 2022 Deemed-to-Satisfy provisions for Class 1a habitable buildings require non-combustible (A1) materials or a fire engineered Performance Solution.
- Wind Classification Not AU-MappedChinese factory drawings use local GB 50009 wind load tables. Australia uses AS/NZS 1170.2 wind classifications (N1–N6 / C1–C4 for cyclone zones). Without re-engineering to AU wind maps the structure cannot be certified.
- Missing NatHERS Energy ReportNCC 2022 mandates a 7-star NatHERS rating for Class 1a dwellings. Factory spec sheets do not include AU thermal performance modelling — a licensed NatHERS assessor must produce this independently, which adds $600–$900 when sourced separately.
- No CDC/SEPP Compliance MappingFor the NSW CDC fast-track pathway, drawings must demonstrate compliance with SEPP Housing 2021 — setbacks, height limits, and floor space ratio. Chinese factory documentation contains none of this.
