The Import Problem.

The Australian market is saturated with imported expandable container units, yet most fail at the point of approval. Generic factory drawings are routinely rejected by councils and private certifiers because they do not align with local regulatory frameworks.

Without proper integration into the Australian compliance pathway, these structures are not recognised as habitable buildings — they remain classified as non-compliant prefabricated units.

Common Rejection Reasons

• No RPEQ Structural Sign-OffFactory drawings are not signed by an Australian Registered Professional Engineer (RPEQ/CPEng). Councils require Form 15 (design) and Form 16 (inspection) from a locally licensed engineer — generic overseas certifications are rejected outright.
• EPS Panels are B2 CombustibleStandard factory EPS sandwich panels are classified B2 under Chinese GB standards — combustible. Australian NCC 2022 Deemed-to-Satisfy provisions for Class 1a habitable buildings require non-combustible (A1) materials or a fire engineered Performance Solution.
• Wind Classification Not AU-MappedChinese factory drawings use local GB 50009 wind load tables. Australia uses AS/NZS 1170.2 wind classifications (N1–N6 / C1–C4 for cyclone zones). Without re-engineering to AU wind maps the structure cannot be certified.
• Missing NatHERS Energy ReportNCC 2022 mandates a 7-star NatHERS rating for Class 1a dwellings. Factory spec sheets do not include AU thermal performance modelling — a licensed NatHERS assessor must produce this independently, which adds $600–$900 when sourced separately.
• No CDC/SEPP Compliance MappingFor the NSW CDC fast-track pathway, drawings must demonstrate compliance with SEPP Housing 2021 — setbacks, height limits, and floor space ratio. Chinese factory documentation contains none of this.
