Electrical Wiring Rules

Governs all electrical installations in transportable structures. Mandatory RCM marking, Type A RCDs from April 2023.

  • Type A RCDs mandatory for all final sub-circuits
  • AS/NZS 3001 applies specifically to transportable structures
  • Factory Chinese wiring must be re-terminated by licensed AU electrician

Bushfire Construction (BAL)

Specifies construction requirements for buildings in bushfire-prone areas. BAL rating determines glazing, cladding and vent requirements.

  • BAL levels: Low → 12.5 → 19 → 29 → 40 → FZ

  • BAL-29+: Pyropanel non-combustible linings required

Waterproofing — Domestic Wet Areas

Minimum requirements for waterproofing in bathrooms, laundries, and wet areas. Mandatory for all Class 1a dwellings with wet areas.

  • 1.5mm liquid membrane minimum (Mapei Mapelastic or equal)
  • 75mm minimum upstand to all walls
  • Graded floor waste, 1:60 fall minimum

Steel Structures

Structural steel design standard. Chinese Q235B/Q355B steel must be certified equivalent to AS/NZS 3678 Grade 250/350 by RPEQ engineer.

  • Q235B ≈ AS/NZS 3678 Grade 250 (250 MPa yield)
  • Q355B ≈ AS/NZS 3678 Grade 350 (355 MPa yield)
  • RPEQ Form 15 required to certify overseas steel equivalence

BAL Assessment

$300 – $700If in bushfire zone

Required if property is in a Designated Bushfire-Prone Area. Completed by a licensed BAL assessor. Determines which AS 3959 construction level applies.

Structural Cert (RPEQ / CPEng)

$500 – $2,000All Class 1a + most Class 10b

RPEQ engineer (QLD) or CPEng (other states) certifies the structural design aligns with AS 4100 and confirms Chinese steel grade equivalence. Issues Form 15.

NatHERS Energy Report

$600 – $900Class 1a habitable only

7-star NatHERS rating required for Class 1a dwellings under NCC 2022. Accredited assessor models the thermal envelope using your panel specs.

Private Certifier / PCA

$1,200 – $3,000All building approvals

Replaces or supplements council assessment. In QLD: private building certifier. In NSW: CDC or PCA. Includes plan assessment, mandatory staged inspections, final certificate.

Council DA / CDC Lodgement

$130 – $500Council-dependent

Council lodgement fees for DA (all states) or CDC application (NSW). Separate from certifier fees. Some councils waive for CDC pathway.
